The operation and construction of large-scale power generation and distribution plants, such as expansive solar arrays or wind farms including those oriented towards green hydrogen production, can present specific human rights risks. Factors contributing to these risks include the sometimes high demand for land, which may lead to conflicts regarding land use, in addition to the utilization of construction service providers and subcontractors.
A working group of the energy sector dialogue is addressing specifically the issue of the construction and operation of large-scale plants.
The aim is to develop effective prevention measures for the procurement of construction services (focus: migratory workers) and for risk management in project development (focus: land use). A fact sheet provides information on the measures to be prepared and implemented by the working group in 2024 and 2025.
